Every time you submit to an opportunity you're interested in, there's a promoter or team member who goes into their application inbox and reviews each of the artists. You can read more about checking on your application's review status here.
Your EPK is submitted in tandem with every application you submit. However each promoter’s combination of reviewing the EPK and the application is different. For instance, a songwriting contest will ask that a song and its lyrics be uploaded directly to the application for consideration, so other songs that are on the EPK won't be considered for the contest.
They see your EPK's material right next to all the other artists' material, so its important that your EPK is as filled out as possible. This article from our very own blog is a few years old now, but still very relevant to how promoters perceive your material.
